Am I able to change the font and font size on the TO: Address on an envelope?

Yes you can. When you are looking at the Envelope print preview screen, there are font type, font size, Bold, Italics and Font Color options available on the toolbar above the Zoom In and Zoom Out buttons. Changing those font options will only change the To address.
Return Address Font changes can be done when setting up the Return Address. Click the Return Address button on the toolbar and click Font.
