I am looking for bowling bracket software package. Can Touranment Scheduler be used to create side pot brackets.

I am afraid that Tournament Scheduler would not be able to create the type of events you are looking for. Touranment Scheduler does create elimination bracket events, but your needs for maintaining a players results into multiple brackets is not something the software is able to do.
There are software packages specifically designed for these types of events.
